Performance Contracting Consulting is an Owner's Rep service. Performance Contracting is growing in popularity as a way for Owners to implement ECMs and meet energy goals. In Performance Contracting, a third-party, called an ESCO (Energy Savings Contractor) installs energy projects in an Owner's facilities and is paid out of the energy savings stream that the projects generate.

Many Owners feel more comfortable having an independent Owner's Representative help them through this process, as there are some highly technical and complex contractual issues such as:

  • Establishing the energy baseline from which savings will be measured
  • computing the annual energy savings
  • monitoring and verifying project results

Energy Ace has extensive experience in this area with clients such as Florida State University, DeKalb County, Georgia, Columbus State University and Dallas Public Schools.   • Planning Phase - Review or prepare draft RFP, Review & advise on scope of work, Advise on a procurement strategy
  • Procurement Phase - Prepare a list of ESCO's to invite to receive RFP, Assist with development/finalization of RFP
  • RFP Phase - Assist with site visits and pre-proposal conference, Prepare for selection committee, Guide selection committee, Organize shortlist interviews, Assist with negotiations
  • Design Phase - Review design submittals, Handle change order requests, etc.
  • Construction Phase - Construction observations, Handle field questions/clarifications, etc.
  • Operations Phase - Review bills, Review performance data, Verifications of savings and any adjustments to baseline.
