In Performance Contracting, a third-party, called an ESCO (Energy Savings Contractor) installs energy projects in an Owner's facilities and is paid out of the energy savings stream that the projects generate.

Many Owners feel more comfortable having an independent Owner's Representative help them through this process, as there are some highly technical and complex contractual issues such as:

• Establishing the energy baseline from which savings will be measured
• computing the annual energy savings
• monitoring and verifying project results
